I have applied for PR card after landing Canada. Due to some work commitments, I have to return back to India. My husband is staying in Canada.
1) Shall he collect my PR card & carry with him as he has the plan to go to India in near future?
2) Is there any risk to return back to India without PR card?

1. Yes it is perfectly possible for him to carry the PR card and bring it to India
2. No there is no risk in returning back to India without PR card. There is risk only when entering Canada without PR card.

Another thing is,
I received my passport request on 29/11/2018 & I have submitted my Passport at VFS Mumbai on 30/11/2019 for Visa Stamp. What will be the expected date to get it back? As I am continuously checking passport status by tracking Id. still, it shows like it is on transit. Is there any technical error on the portal or something else?

Reference (2) without a PR card or a PRTD not possible for a PR to board a plane back to Canada so is not just about entering Canada.

Congrats on PPR. The expected date for receiving your passport from VFS is around 3 weeks.

No there is no technical error. It is a common occurrence.

Yes that is what I meant.

A good choice would be is if her husband is visiting India, he can bring her PR card with him.
