PR card application - From USA

Hi,
My landing was done on Mar 13, 2018. I also have my PR TD document valid till Apr 2, 2019.
I am currently in USA

How can I apply for PR card while still in US. I see an online "change of address" link where it asks to inform them about address location in Canada within 180 days

Questions
1) Can I use this tool to specify my friend or relative address in Canada for PR card?
2) Do I need to be in Canada to apply for PR Card

1. Yes. However this link does not work most of the times. You will need to call CIC and let them know the address to send your PR cards.

Thanks. Does a new PR card comes with 5 yes validity or that's subjective?

Usually 5 years plus a couple of months. PR card is just a travel document. You still need to meet you RO no matter what the expiry date is on the card.

I tried online address notification but it says that its not able to locate me or my wife may be because our application is already in process? How can I alternatively apply for PR Card. Not sure if I can call or submit a request to send my PR card?

Below is the complete message I see when trying to fill address notification online

and when I try to link to MyCiC account, i get below error

"Validation error: Provide the necessary information below to continue.
