Possible to extend Passport as temporary visitor, then apply for visitor record?

Hello,

I am a PR in Canada and my dad is currently visiting me until October this year. His passport (and hence visa) will expire in October.

We likely plan on applying for an extension, if the situation allows. Is it possible to extend my dad's passport from within Canada, and then apply for visitor record? Or will he have to go back to his country and apply for a new visa?

PS: Dad's from India, if that helps.
