my spouse has not lived outside of Canada since 18 years of age for any 6 months period in the past 7 years, here legally on student and work permits

IMM5443 document checklist has Police Certificate listed in the checklist, but according the the CIC website it is not needed, so what do I put in the check box on the document checklist?

states:

You do not need a police certificate for your time in Canada if you are applying for permanent residence from within Canada in one of the following categories:
•live-in caregiver;
•humanitarian and compassionate considerations;
•temporary resident permit holder;
•spouse or common-law partner; or
•protected person or Convention refugee.
 
Often in cases such as yours CIC will still request a PCC from the applicant's home country - even though they haven't lived there since the age of 18. I would personally get one now to avoid delays once they start processing the application. If your spouse has visited the home country for a total amount of time that's close to six months (i.e. a few weeks here, one month there) - then I think you can definitely expect CIC will want the PCC.

My spouse had only visited Canada about 16 weeks total in 4 years and CIC requested an RCMP clearance for her before making their final decision. I would get one just to be safe.
