My friend applied for spp application on this monday on following day his passort dispatched but he didn't get any mail from cic nothing about his medical or approval he will receive his passport tomorrow i want to know weather this a rejection or acceptance

If there's been no medical request then it sounds like a refusal.

It can be anything. For SPP there's always upfront medical and this is mandatory part of checklist. He should have received mail if it was approved but I have seen some people
getting approval mail after passport collection. Wait till the passport arrives. Good Luck
