Looking at the timeline tool in http://www.cic.gc.ca/english/information/times/index.asp ,
the timeline for processing nominated PNPs is 16 months! is that true regardless of the visa office?
they also state that processing time for QSW is 13 months! Conversely, in Jordan it may take four years.
 
yes, this is correct. 16 months of processing time for inland applicants at CIC + the time for getting the provincial nomination is extra that may take another 6 - 12 months depending on the province/stream.

16 months maximum for oid applicants, for ee applicants it is 6 months

Basically, here are the timelines :

Paper based applications - 16 months on average after submission of PR application. PNP nomination time doesnt count in this. SINP OID & some Nova Scotia applications are based on the the paper based PR applications.

Express entry based online applications - 6 months on average after submission or PR application online.
