Can a refugee claimant apply for Phd program in canada? And if her claim gets denied. Will she be able to complete the Phd?

Do you mean you will apply for study permit for phd while waiting for claim to be processed? If you are outside Canada your study permit will be rejected as study permit requires strong ties to home country. If your refugee claim has been successfully processed and you landed in Canada there is no issue studying after that.

You can actually try to apply for a study permit before your asylum claim has been accepted. It isn’t guaranteed to be approved and you’ll need to apply as an international student. You won’t qualify for many PR programs or work permits based on your studies if you are not approved for asylum.
