I have booked ticket for my back home on December 29, 2020 and I will finish my study on December 18, 2020 but my study permit will expire in March 31, 2021. So if I apply my work permit from my back home in Jan 2021 will the border officer allow me to enter canada on March 9, 2021 before my study permit expire and If I already have my work permit applied.

Your study permit expires 90 days after finishing your studies, so on or about March 18, 2021. If travel restrictions are lifted by then you should be okay to re-enter with proof you have applied for a PGWP. If not, then it may be at the discretion of the CBSA.
