PCC / police certificate requirement clarification

I'm wondering if I need to provide a police certificate for my home country (which is also my country of citizenship) if I've left there before turning 18, and have only visited there for 2 weeks after 18? Is there a chance of IRCC asking me for a police certificate in this case despite me not having to provide one according to the published rules?

My husband is currently on visit visa in canada and I have my work permit. We received our ITA and applying for our PCC.
My question is Can we both apply for PCC from Canada. Do they issue PCC for visitors who are in canada or do we need to travel to home country

Please advise
