PCC: is it required for every country?

Hello, I received my ITA a week ago. After filling in my forms, I found one of the requested documents to upload is 'Police Certificates (Multiple) (required)'.

I understand since I've been in more than one country in the past 10 years, it is asking for Multiple. However, reading the instructions, there is this link (http://www.cic.gc.ca/english/information/security/index.asp). which leads to this link: (http://www.cic.gc.ca/english/information/security/police-cert/index.asp). In which, you can choose the countries you lived in and see if the PCC is required and when it is required. I check for example Syria, it says it's not required unless they ask for it. Also Malaysia (http://www.cic.gc.ca/english/information/security/police-cert/asia-pacific/malaysia.asp), it is required after I submit the application.

However what confuses me, is under EE instructions here: (http://www.cic.gc.ca/english/immigrate/skilled/invitations.asp), I need to provide for every country. I am confused now. Do I have to provide for every country I lived in, or follow the country-based instructions in the link I provided above.

Based on what I have read on this forum, when you need to provide a PCC from a country that has special instructions i.e. You need a CIC letter or request - you should upload a LOE - saying - I lived in country X - based on CIC guidance - I need a CIC letter to obtain the relevant PCC. Hope this helps.

you need to provide PCC for every country you have lived in for 180 days or more aggregated, since the time you turned 18.

meaning if i went to USA and stayed there for 3 months when i was 19 (on vacation) and 90 days when i was 22 (on vacation) i need PCC for US.

No. Citizenship and Immigration Canada will send you a letter requesting a police certificate after you send your Application for Permanent Residence'? And there are some countries where it says NO as well. Is this irrelevant to ee?

"Do I need to provide a Police Certificate for Express Entry?
Yes, but only after you submit your application. When you apply for permanent residence, you will be asked to upload a police certificate. Instead, you must upload a document that states: “I am applying from a country that requires an official request letter from IRCC to get a police certificate.”

We will then review your application. If it is otherwise complete, we will send you more information on how to get a police certificate. Please read the instructions above for more information.

We will not accept police certificates sent by mail for Express Entry applications."

Hey, did you find the reply to this question. I have the same situation and curious about if I need the PCC for every country or not ?

I’ll quote what I have done in my case.. in past 10 years I have been in atleast 20 different countries. I have stayed in three of these contries for more than six months. One of these countries was Canada, other was UK where I was living for more than 6 months at a stretch. Third was Kuwait where I have never spend six months at a stretch but been there for more than 2 years altogether. I have mentioned all travels (more than 50) in my Personal and travel history including short stays and one day hops.
Upon receiving ITA I was asked to upload PCC for my country of origin and UK only. I was not asked PCC for Kuwait and Canada. I think they skipped Canada because they might cover the same as part of Background checks(my guess). For Kuwait, since I was never there for six months at a time so they didn’t ask. So they will usually ask PCC for countries you have stayed for 6months and your country of origin and none other unless special case.
P.S. my application is still in process

And Malaysia doesn't issue Police Verification Certificate (good conduct certificate) to people who have stayed for less than a year. I have stayed for 9 months. Does that mean i will not be asked for the police verification certificate?
