I had applied for visitor visa for my parents in 2018 but it got refused. can anyone suggest a good immigration consultant in canada?

Would suggest you get the gcms notes and start your new application on your own. Immigration consultant will not increase your chances.

Save your money and file yourself. Most consultants don’t lead to higher approval rates.
