1. I do not have high income but my husband has a high income, can I apply for my parents under his income as our family income )we do not have any children).

You should apply as you want to sponsor your parents and surely you could put your husband as co signer for the application as cic immigiration calculate your income and your husband as co signer and they check if both match the income level they need to sponsor your parents as if your sister is 30 yrs old she is not a dependent anymore as you could check more with somebody more experienced too about it

Birth certificate
Photos (as you said in your previous reply)
Support declaration
Bank statements
Option C Print outs for last 3 years

you must check the checklist about the requirements and follow that properly as i dont see you need any bank statements
As all they need option c print out for the last 3 yrs 2013 2014 2015
And also pay the fees and do pay the fees for right of permanent residency too and attach the copy of it with your application

As far i know its about the table 3 low income cut off income needed to sponser your parents and dependents the recent one is here in this link http://www.cic.gc.ca/english/information/applications/guides/5482Eguide.asp#tb-3

Check the numbers of your own family like suppose if you are single in canada so you are one person but if you are married so its you and your spouse and if you have kids so plus them for example if you are married with one child your family is 3 members you your spouse and kid so then plus that the number of people you bring to canada if it is just your mom then you are family of 4 you your spouse your kid and your mom so then put the income level of 4 people needed from this table 3 low income cut off

You should go to cic website and download the checklists as it says all requirements to sponsor parents as in this case you can be co signer to your wife as she would be sponsor and you co signer to sponsor her parents

NOTE : IF YOU WANT TO SPONSOR THEM YOU MUST ACT FAST AS IT IS ONLY FEW DAYS LEFT BECAUSE IN JANUART IT STARTS AND IT ONLY LASTS FEW DAYS AS ONCE THEY REACH THEIR LIMIT LEVEL OF 5000 APPLICATIONS THEY CLOSE TILL NEXT YEAR

To pakistani applicants ... you should wait to get email or text from vfs vac as after submitting passport for visa vac vfs would send you email or text or call to tell you about recieving passports back so you then go and get it from their office as it depends how busy embassy is it could be 2 weeks to a month as they are more busy now because of holidays
So just check your email regularly

As far as i know the federal rule for sponsering parents from Quebec is same as all provinces aside the income level may differ
All you need check cic website for all information regarding sponsoring parents to canada and see some more specific rules of quebec to follow as well you also might do google as you find forums with similar situations
But try fast as in January they open for getting applications and once they reach their limit caps they cic close it and you then wait for other year

I don't think you have got it quite right...

The table provided on the cic website (the one you copy/pasted above) is reflecting LICO plus 30% and that is the numbers you need to meet in order to apply. For example for 3 people: $47,051(2014) $46,354 (2013) $45,040 (2012).

If you notice 36,520 is the LICO for 2015. We are not using 2015 in calculations here. LICO for 2014 was 36,193. Add 30% and it adds to be 47,051 - exactly the amount written in the table provided to you on the cic site.

You don't need to do your own calculations to determine the required income, use the table provided.

could you please tell me where it's saying to send a photo with application? And why you are saying - 2013, 2014, 2015 - it's should be 2012, 2013, 2014. Or i missed something?

And also it's clear in form IMM5770E - DON"T PAY PERMANENT RESIDENCY FEE till you will be requested...
