Can we send them doctors not if I need someones help here so is that make any difference? Can they issue visa for my parents bit early?

No - they won't issue your parents visa early.

There were some cases when the cases were transferred to Ottawa when the parents were on just a few months visitor visa...

3.a For files with relatively low admissibility risks, CPP-O will process cases to final decision. Permanent Resident Visas and Confirmations of Permanent Residence will be printed at the visa office. CPP-O will retain the file.

3.b For files with complex admissibility risks, the files will be sent to the visa office for processing. CPP-O will not communicate with the client or the sponsor to avoid confusion for the client.

What do you mean by low or complex admissibility risks?

CPP-O takes lot of other files too..some for spouses as well..above statement doesnt necessarily relate to parents case

That is the criteria in the cic Operational manual for processing the applications. They didn't specifically mentioned what kind of risks fall under complex clause.

Yes this not specifically for parents but this criteria applies to parent application processing too.

...any hint of local knowledge or parent worked in govt office, they send the file to VO's and all cases with dependants
However, some single parent cases went to VO that defied logic but who knows it was a file toss

Spouses are getting it, parent will always be last - I think

they will ask you to collect your passport (if you have visitor visa) but wont process your PR file.

If it is Canadian, I wouldn't bother, but if the document it foreign I would notarize a photocopy as a true copy. We always do the notarization through MP's office - it's free, they do not charge for notarization. But another point is that if the foreign document is in other language but English, it should be translated and the translation should be attached to the photocopy of the translated document the copy of which is usually notarized.
Thank you suin

You are a always welcome. :) Please let us know when you receive the documents request. Have you phoned and checked with the CIC if they have your correct mailing address on file?

That's unfair, but we can never know maybe finally they will give parents' cases the priority and this way the parent's cases will be finalized the fastest.

Please do correct me if I am wrong - in the Section "For the Principal Applicant" all the forms should be filled and signed by the Sponsored Person, i.e. Parent?
Thank you for all the inputs.
