Parents PR Card Expired and not meeting RO

Hi,
My parents got their PR in mid 2018 and did their landing and spent sometime in canada. They intended to settle in Canada and returned to their home country to settle things with the intent to finally move over 2-3 years. They came to Canada in 2019 for a short while again but since Covid in 2020 did not come to canada.

In the meanwhile their PR expired now in mid 2023. They are elderly and has been concerned about travel during the pandemic. In this situation what are their options of traveling back to canada?
1.Are they eligible for PRTD? Does one need to meet RO to get a PRTD?
2. They have a valid US visa and will visit my brother in the US shortly. Can they come to canada with private car over land border using landing document?

Your parents will most likely be allowed in with an advise to meet RO by CBSA at the land border. Better for them to complete RO before leaving Canada as CBSA May not allow multiple entries on expired PR.

The other big issue as that many provincial health plans require a valid PR card.
Are there any provinces that don't require a valid PR card?

Are there any provinces that don't require a valid PR card?
To the best of my knowledge they all require either a valid PR card or a recent COPR (i.e. you can use your COPR for six months after originally landing and becoming a PR).

This is news. Usually I heard that people have issue trying to get new MSP health card if they left BC for a while and only has expired PR card.
It's likely different for an initial card. Most PR's have the combined BC Services Card (DL and MSP combined) and renewals don't seem to require a valid PR Card.

I am really struggling to answer this question.. I told I wnet to canada for the immigration purpose and returned back to india due to family emergency..
