There were a total of 203213 interests submitted on 2020, out of which 13400 were invited to apply (Ref: https://www.canadavisa.com/canada-immigration-discussion-board/threads/pgp-2020.646383/page-176#post-9121347), i.e., remaining in the pool = 203213-13400 = 189813

In 2021, 34500 were invited to apply (Ref: https://www.canadavisa.com/canada-immigration-discussion-board/threads/parents-and-grandparents-sponsorship-2021.744749/page-86#post-9737915), i.e., remaining in the pool = 189813 - 34500 = 155313

In 2022, IRCC announced that they will be "sending invitations to apply to 23,100 interested potential sponsors" (Ref: https://www.canada.ca/en/immigration-refugees-citizenship/news/2022/10/reuniting-families-across-the-country.html), i.e., minimum remaining in the pool = 155313 - 23100 = 132213

This year, in 2023, "RCC will be.. sending invitations to apply to 24,200 interested potential sponsors" (Ref: https://www.canada.ca/en/immigration-refugees-citizenship/news/notices/parents-grandparents-program-re-opens-fall.html)

Q: for those who are invited to apply but did not get the PR are they still in the applicant pool?

Also how is the determination made of the first 15K out of the 24K that will be invited to apply this year? Is there a serial number that is given out and a wait list for those from 15-24K?

Hello Guys, if you qualify for PGP sponsorship but for one year the income is down because of parental leave? Do you guys think CIC will accept letter of explanation ?

Also how is the determination made of the first 15K out of the 24K that will be invited to apply this year? Is there a serial number that is given out and a wait list for those from 15-24K?
Answer to your Q is NO , once initiation sent , they are out of pool
Based on history and data available with IRCC , They are aware out of all initiation all will not qualify , some will fail on Medical , some on financial eligibility and so on

Mostly on financial eligibility

Not sure , but I was reading in many forums and tried to do Sum by alphabetic order in 2020 invitation list it is approx. 160 K total initially
I am not saying i am correct

If you read the notices that IRCC posted (this year and the previous years).. you can find the below or similar statements

Anyone who submitted an interest to sponsor form in 2020, but did not receive an invitation to apply in 2021 or 2022, is encouraged to check the email account they provided in 2020 when they submitted their interest to sponsor form.

IMO this means, you will be invited this year if you did not receive an invitation previously. The fact that you received one in the previous years makes you ineligible to get one this year.

If they allow 25,000 per year and exhaust the pool then that is another 4-5 years. Can you imagine when the pool opens again. You will have around 500,000 submissions. This also doesn’t factor if there are any changes in government which could change or scrap the program.
Exactly what I was talking about. This 4-year hiatus is going to generate a huge pool again and we are back in this non-sense.
The darker thought is, this is a “parents and grandparents” program, how many of them are still alive by the time you get the “Congratulations, you are invited to apply now” email

Nope it was more than 200K. I had the link somewhere that points to the main source but unable to find one now.

well lets see how its goes.. I have been waiting for 5 years.
There's zero point in applying if you don't meet the income requirements. This means you do not qualify as a sponsor and are not eligible to submit an application. It's a guaranteed refusal and a waste of money.

If I remember correctly, they already allow to count the EI during parental leave. So if someone planned to apply for PGP (waiting in the pool), they need to make sure that they keep on meeting the LICO. (which is pretty low to actually support the living of number of family memebers use for the calculation)

And during COVID, they even allow to include Canada Emergency Response Benefit and other temporary COVID-19-related benefits

It is not LICO that the family income needs to meet, it's the income requirements specifically for family sponsorships
