My dad's letter said as follows:

1. Submit your package to the Visa Application Center (VAC) in New York at the address
below:

Please visit the VAC website at the link below for details on how to submit your package
for secure transmission. (*Please note a service fee is applicable) If you have any
questions about how to submit your original passport, please contact the VAC using the
information available on the following website: https://www.vfsglobal.ca/canada/usa/
***PLEASE DO NOT SEND YOUR PACKAGE TO THE NEW YORK CONSULATE***
2. To submit your package in Canada:
If you have a mailing address in Canada
and if you and all the accompanying dependents on
your application are currently in Canada and plan to be in Canada for at least three months, you
may submit your passport(s) to the Case Processing Centre – Ottawa.
You are required to send your document(s) together along with a copy of this letter by mail or
courier to the following address with the additional following document:
 A self-addressed, pre-paid Xpresspost envelope from Canada Post.
Purchase your prepaid letter-sized (32 x 24 cm) Canada Post Xpresspost envelope (Regional if
you live in Ontario or Quebec; National for other provinces and territories), at any Canada Post
retail outlet.
Complete the mailing label showing your full mailing address in the “Deliver To” field.
Make a note of tracking numbers for each envelope.
Enclose this envelope along with your documents and a copy of this letter.
You can purchase a Canada Post shipping label on line at:

I completely agree that pandemic should no longer be an excuse after almost a year now. I hear some of you have reached out to MPs, has anyone tried media to create a push. They should really be empathetic that parents/grandparents are already the most sensitive group with respect to their age and health status. They are just getting older every day and every delayed moment costs us lesser time with them. I have exactly similar timelines but frustrating to see the same pandemic as an excuse every time. Wishing everyone to be reunited with their parents/grandparents soon.
Exactly! With this processing speed, I suspect everyone will again have to go through medicals and get new PCCs. even the ones who have got the extension for medicals will expire, as they are not even touching files under this program. We hardly see updates from CPC M.

So I used the second option as my Dad is in Canada right now.

I had the same kind of situation but the letter gave two options. Either send the Passport, pictures and the letter through VFS to the New York Consulate or if you are in Canada then you may send it to the CPC-Ottawa office. But it was mentioned on the letter itself. So you can do it if it is written on the email.
It has written like that but write below there is a line which is confusing me.

NOTE: Your passports and photos must be received by the visa office in New Delhi within 30 days of the date of this letter. Failure to comply with this request could result in

Is the in Canada option mentioned on your letter or did they just give you the New Delhi option on the letter?

No as your processing center is New Delhi and they have a different wording on their Passport requests. Mine says:

The processing of your application for permanent residence in Canada is almost complete. You
must complete the following steps within 30 days in order for our office to issue your
Confirmation of Permanent Residence and, if applicable, your permanent residence visa. If for
any reason you are not able to meet this deadline, please inform New York immediately by
email to: CNGNYIM-PR-RP@international.gc.ca with details concerning your situation.

Yours won't work this way as all dependents need to be in Canada in order to avail that option. Clearly written.

It will be via VFS.. you will receive instructions to contact VFS and request and pay for courier service.
No I already sent it to CPC-Ottawa. They clearly gave two methods to me.

Well it is your decision man. Be sure that all the accompanying dependent members are in Canada and plan to stay here in Canada for the next 3 months in case you go with the CPC-Ottawa option. I used the Ottawa option just as it was little more convenient to me.
