Paper Based Work Permit being accepted at local VAC?

Anyone aware if we can still submit paper-based Work Permit applications to local VAC offices? I read a ministerial notification that all paper based temporary resident applications will be returned without opening till 30th Sept. Not sure if Work Permit falls under Temporary Resident or not.
If anybody has recently applied paper-based please share your experience.

Yes any kind of TRV( work permit, study permit, and visitor visa) needs to be submitted online until sept 30th. Some VACs are currently opened but still do not accept paper based application. They only do biometrics and ppr when it comes to TRV section.

There are certain categories of Work Permit that can only be applied on paper-based applications. What are such people supposed to do?
Anybody else in a similar situation, can you please share what you are doing?
