Owp for spouse sponsorship

Just wanted to ask if my spouse can apply for the open work permit we already submitted the application for permanent resident and just awaiting the AOR so should we wait for the AOR to come before we apply for the spousal open work permit or can he put in the application now

Must receive AOR from sponsorship first.
