Hello all,

My PR application was submitted in January 2026 as an outland and have been outside ever since. I have now received 3 identical Portal 1 emails within 4 months.

Each time I replied to the Portal email explaining that I am outside Canada and need the outland process/passport request. I have also contacted them by phone and submitted webforms, but I have not received a useful response explaining what is happening with my file.

I currently have no work/study permit, but I do have a valid Canadian TRV for 2 more years.

On my latest call, the IRCC agent suggested that I consider travelling to Canada as a visitor on my valid TRV and then completing the PR Confirmation Portal process while physically in Canada, rather than remaining stuck in the this loop.

Has anyone been in a similar situation?
  1. Were you allowed to enter Canada as a visitor with only a TRV while your application was pending?
  2. Did anyone receive P1 while outside Canada, then return to Canada and successfully complete the Portal process?
  3. Did officer ask about the pending PR application/dual intent?
  4. Has anyone been refused entry in a similar situation? If so, what was the reason?
  5. If I enter Canada as a genuine temporary visitor, can IRCC continue my existing Portal process once I am physically in Canada?
  6. Any suggestions on how to get IRCC to properly process the application as outland if I remain outside Canada?
I am not trying to bypass the PR process. I am trying to understand whether returning temporarily on my valid TRV and completing the Portal process is a legitimate option given that IRCC has repeatedly sent me Portal invitations.

Wouldn’t listen or trust the IRCC customer service line. They aren’t supposed to provide advice like an immigration lawyer or consultant although they often do. If anything I would make sure any interaction with IRCC is by email not by phone although the response time is much longer. IRCC has some glitches in their system so you may actually be in line for COPR. You may have received multiple P1 requests because your changes had not registered in the system before the next one was sent. When was the last time you received a P1 and have you ordered GCMS notes? GCMS notes may give you peace of mind if they confirm you are being processed Outland.

last one was few days ago. I haven't ordered GCMS notes tho.
