Hello!! May I know what is the significance of pre arrival letter? What does it indicate? Does everyone get this letter even if BGC is still in progress? I have everything complete on tracker except BGC but have not received any pre arrival!!! My AOR is 23 September 2022. Applied through a representative.

I think its a possible way to tell that the application is close to getting approved or has been approved since the letter states "These services are only available to you before you enter Canada" and it also says that IRCC funds these settlement services to help you settle in Canada.
Just wanted a quick input- if eligibility is completed in tracker, does it mean passed?? Since I have no access to GC key but only to tracker, so this question. This all process is testing my patience!!!
