You can follow the order of the documents in the checklist. The photos must be placed in a small envelope and be attached with the first page of your application form.
 
Regarding the police certificate should we get the police certificates before we get an ITA or we should only get it after we have received the ITA?

Nomination usually takes 90 days +- a few days, for me it took 90 days exactly from acknowledgement date so just give it some time dont worry :)

It depends on the country you want to get the PCC from, some would give you at any time you want and the other would need a request from the Canadian embassy there, for the latter you have to wait till CIC sends you the request letter.

But one main condition that CIC states on their website is that a PCC must be issued after the last time you had been in a certain country for 6 months or more.

In my case I got two PCCs, one from my home country Lebanon and was obtained before I got the ITA and while I was there on a short vacation (so it satisfies the aforementioned condition) and other from my country of residence Kuwait after CIC sent me the request letter which I used to get a letter from the Canadian embassy and later used that to obtain the PCC from the official authority in Kuwait.

My advice is to stick to the conditions CIC put and apply for the PCC on that basis,use this link to see how to obtain them http://www.cic.gc.ca/english/infORmation/security/police-cert/index.asp

I have to get PCC for myself and spouse. We both are legal resident in Saudi Arabia but my wife came here for 5 months and now back in home country. Should I get PCC for spouse from Saudi Arbia as well or PCC from home country only will serve the purpose?

DO we need to get PCC from home country from different cities if we have lived in more than one cities?

Even though it is not required as per the rules, I suggest you do get a PCC from Saudi for your wife as well to avoid confusion.
For home country (assuming it is India), because of the recent rejections, get a PCC from PSK to be safe.

In my EE profile I claimed two work experiences and got OINP nomination for that as well as EE CRS point.
Now they are asking my last ten (10) years work history, I worked in some places that are nor related to my education and it will never possible to get any documents from them (as no pay slips or ref letter is possible to get).

So, my question is, as I have to put all the work history, will they ask documents for this kind of job too in future?
or should I exclude that and mentioned that I was unemployed.

The experiences you do not have the documents for should be included in the personal history section only. Writing unemployed for those periods of time will be a misrepresentation.
Include only the experiences you have proper documentation for in the Work History section.

I submitted my application in China but when I call CIC they told me my application will be processed in Sydney, NS. Why most of other outland applications are processed at local visa office? or How can we find out where is my application being processed
