Have you selected French as your Primary Language while recreating EE Profile?
 
One more thing I observed in App Guide of this stream:
Page number 28 it is mentioned as:

1. FSWP SIX SELECTION FACTORS
If you choose to be assessed against the FSWP criteria, you will need to earn 76
points in CIC’s FSWP points grid
. The FSWP points gird is made up of six selection
factors. You are advised to consult the CIC website while preparing your
submission to ensure that you have the most current information:

it shows as FSWP points cutoff is 76 out of 100..

but as per the link given for six selection factors, it is 67 out of 100.

So which one is correct?

Does OINP French speaking stream has its own cutoff of 76 points out of 100 for FSWP criteria?

Pls can you advise, how much time it can take to reach CLB 7 level of French, if we consider my present French proficiency at beginner level.
 
There is an important update on Ontario Immigration website. The province decided to temporary pause its OINP program for majority of the streams.

However, the good news is that the OINP continues to accept and process applications for the French-Speaking Skilled Worker.

It is a typo mistake for sure. the same document says in page 6 the following:

"Additionally, if you choose to qualify under the FSWP criteria, you will also be
assessed against CIC’s six selection factors to ensure you meet the minimum of 67
points for the FSWP. "

CLB 7 is full command and fluency or DELF C1. I can't say for sure how long it will take for anyone who has yet to learn.

mkayy89 is right, you also need to give CELPIP or IELTS result at minimum CLB 6.0 to get a PT NOI for the French Speaking Stream, and an ECA with a bachelor's degree equivalent.
 
Hi,
For someone to qualify for getting NOI from OINP for French-Speaking Skilled Worker stream,
does that person have to declare French as the FIRST OFFICIAL language in the express entry profile?

After. I don't think your We profile is valid until you register to the job bank
