As also stated in the guide, apply with the current passport and write a letter of explanation why you can't renew it. Best to present a memo from the passport-issuing authority to prove that you cannot get a new passport within the 45-day period.Oka said:Friends

1. I applied for PR under FSW in 2014 but my application package was returned for being incomplete, therefore it never made it to the actual processing stage or a visa office. And in the letter I received with the returned application, there was no mention of a CIC File Number. Does that mean they did not assign a file number to my application since it was incomplete? If there is a CIC file number, how am I going to find it if it was not in the letter they sent?
2. I withdrew my EE application this year like the rest of you to get a PT from Ontario. Would it be okay if I just enter the old EE profile number and ignore the 2014 application altogether?

2) You can enter your EE profile number but there is a separate question that asks you if you have applied for "Permanent Residency" , which refers to your questions 1
