You have 45 days to apply. Since, everyone is assuming of a back to back draw, you can wait for the draws to see if you meet the cutt-off score. Also, after OINP submission, you can withdraw the application and receive a refund if they do not start processing your file.
The processing time may or may not be faster, as there is no definite way to know. To give you a better idea, I received NOI August 15, I applied Sept 25th ( I waited two draws to check if score would come down), I missed the first draw by a point and then scores kept increasing so I applied for OINP.

It took 115 approx days, that is without any ADRs. I am expecting ITA on 22nd Jan 2020. To make the process faster, completed my pre-medicals that have already been submitted to IRCC through e-medicals. I am assuming it will take 5 months minimum post ITA.
Your score is 468, which may meet the cut-off score unless luck doesn’t support you.
