I created my EE profile on jan 1, 2018... now OINP is open ... should I recreatemy profile or should I wait for some time(how many days?)

my score is 419 and NOC is 2175

Hi All, just wanted to ask, if i withdraw my existing EE profile and create a new one, does it asks have you ever created your profile before. If yes, what do i answer.
Also do i have to create a new gc key for new profile. Thanks

I have NOC code 2171, so am I eligible to apply under express entry for OINP. Can some one please share the steps or link for the same. Also do I need to take license or certification for 2171 NOC.
