I've been in Canada in almost 2 years coming this July. I've been here by extending my visitor's visa over and over again. Me and my common law partner are going to be sponsoring very soon. However, I would like to know if I could get a learner's permit from Ontario even though I am a US citizen with no license at all? I am a 20 year old UK / US dual citizen living in Gatineau Quebec.

Ontario will allow a tourist staying in Ontario to get a drivers license there. Not sure about somebody staying in Quebec though. You would have to ask.
If that is not a problem, then you just have to pass the written exam to get your G1 license (learners). Go to http://www.mto.gov.on.ca/english/dandv/driver/handbook/ and start reading.
You will have to have your G1 for a year before you can try for a road test to get the G2 license but if you take a course at an approved driving school, you can cut that down to 8 months.
