I've been in Canada in almost 2 years coming this July. I've been here by extending my visitor's visa over and over again. Me and my common law partner are going to be sponsoring very soon. However, I would like to know if I could get a learner's permit from Ontario even though I am a US citizen with no license at all? I am a 20 year old UK / US dual citizen living in Gatineau Quebec.

Ontario will allow a tourist staying in Ontario to get a drivers license there. Not sure about somebody staying in Quebec though. You would have to ask.

If that is not a problem, then you just have to pass the written exam to get your G1 license (learners). Go to http://www.mto.gov.on.ca/english/dandv/driver/handbook/ and start reading.

You will have to have your G1 for a year before you can try for a road test to get the G2 license but if you take a course at an approved driving school, you can cut that down to 8 months.
 
Well, I have my visitor's visa, my USA ID card, birth certificate and passport. Nowhere does it say that I'm living in Quebec at all though. And they dont ask for proof that I'm a resident in Ontario.
 
I don't think it will be a problem. You might need to give them an address in Ontario though but I am sure you know somebody you could give the address of if that is a problem.
