I have received the transcripts from my universities today. My undergraduate degree's transcript envelope is only SEALED NOT SIGNED. My postgraduate degree's transcript envelope is both SEALED AND SIGNED. Should I take my under graduation transcript to the university and get it signed by the authorities? Or is it okay if it is only sealed? I understand from the WES website that it needs to be both signed and sealed.
 
Yes, go and get it signed. It's always a better thing to do.

To be on a safe side - yes. Sign it.

How do you know that your envelope is not signed? Please note that the enveloped should be sealed by the university and you are not supposed to open the sealed envelope when sending to WES.

Whether to open or close the envelop - actually depends on the Instructions mentioned on the WES website for a particular country and university.
Although it is a good practice - not to open the sealed envelop.

As per the requirement the envelope needs to be both signed and sealed. But, I have read on he forum (not able to locate the thread) that people got their ECA completed even with just the seal on the envelope. So, if you can get the signature, it would be advisable to get it, or else, you can send it to WES and you should explain the same by keeping a covering letter.

I have received both the transcripts of my undergraduate and postgraduate degrees. I never intend to open the sealed envelope. It is just that one envelope is only sealed while the other is both signed and sealed. I will have to pay a visit to the university again and get it signed, just to be safe.
