That is what it looks like. If PNP office is calling applicants and some of their GCMS notes say "Destination Ontario:Officer Review" that indicates now the files are going through QA process and two offices are involved in it.

I read about quality assurance project a lot on internet and everywhere i found same thing that cic selects some files in doubt for quality checking but i see here is almost all applicants are being passed for QA. I dont think so that Destination Ontario:Officer Review means that file to be transfered to ONPNP, what i think it means that the cPP ottawa officer have set up the review that the destination of the applicant in future (whether it is landing or living permanently ) is ontario.
Second thing what max_ka said that file is transfered between cic sydney and ottawa a lot for verifications means something is going on in sydney, this is one of the reasons that now the applicants who are applying from ON are not even getting file numbers

The last note in my GCMS notes indicate "Destination Ontario:Officer Review". Does that mean my file got shortlisted for QA, or is it being assigned to a CIC federal officer to process my application? I guess the only way to know is whether other provinces' PNP PR applicants have the same "Destination Ontario:Officer Review" comment in their GCMS notes.

I fail to understand why the file numbers are not being issued. Do they plan to withhold certain files from processing?

All the people I know who applied for opnp have seen no progress from last 4-5 months, so its kind of hold on each file

So my worst fear came true and my application was shortlisted for QA review. I received an email from an officer in the Provincial Nominee Program department at the Government of Ontario asking for my home and work details. Why are they verifying such things when ON PNP has already verified and approved these details after months and months of waiting to get my PNP cert. I'm really frustrated that this would almost definitely mean that my application will be further delayed...

You mean to say that it's the government of Ontario (i.e. those who hand out PNP certificates) that is doing the QA? Why is the federal government asking the provincial government to do a QA for those who have been nominated? From my understanding the PR application is the sole domain of CIC after the PNP certificate is issued...food for thought.

Many people have been waiting from last year (June to December 2013). Now, they receive some communications from CIC or Ontario. So if your application is just received March this year, you may have to wait for 7 - 9 months before they open and process your file. My guess only! I am also waiting in hopeless from last year with no news.
