My friend got this weird email from CIC after submitting his passport.

He is an Ontario Nominee-Master without job offer. This email was sent on Canada Day. Does anyone have any ideas?

i am July applicant also and i just got PPR and sent my passport ..

Hope i will get mine with visa and finish this process ..

It is verification step. Maybe they do it randomly.

Lately I've been researching CIC's role in processing PNP applications and what I've learned seems to contradict what many on this forum believe about the process.

For instance, there's a common misconception on this site that CIC can only refuse an application on the basis of medical, criminal and/or security related concerns...this is 100% false.

In fact, there were two recent cases of nominees being denied by CIC due to low ILETS scores. These decisions were challenged in court and upheld each time by the judge. I've also read about nominees being turned around at the border when trying to land because CBSA believed they were intending to live outside the nominating province.

One of CIC's roles in the selection process other than security, criminality and medical checks is to confirm the applicant is capable of economically establishing. As such, they are well within their rights to demand any document they deem to be relevant. Also, they must be satisfied that the applicant will settle in the nominating province.

While 95% of the time the Prov nominee will be successful in obtaining their PR; it is by no means a foregone conclusion. I get the impression based on what I've found in CIC documents, pertaining to the PNP, is that CIC is not satisfied with the screening process (or lack thereof) at the Prov level. As a result, fraud has become a big concern for CIC officials.

Perhaps these concerns have lead to more due diligence at the federal level and the subject of this thread is just an example of the increased level of scrutiny of PNP applicants.

Pls read the following excerpt from a CIC operating manual:

Roles and responsibilities:

Provinces have the authority and responsibility to establish their own criteria for nomination, insofar as the criteria are not incompatible with national immigration policy, while the federal government maintains its responsibility for applying statutory admissibility criteria and exercising ultimate selection authority as described in the Regulations.

CIC is responsible for: 

assessing the candidates' admissibility; 
assessing their eligibility under R87; and 
rendering a final decision on their eligibility as members of the provincial nominee class (R87(2)).


I personally don't think it's "weird" that CIC would want your friend to confirm his/her story...if s/he has done nothing wrong than they have nothing to worry about.

Permanent job offer is a must at CIC stage.
