So, according to the main post, my eligibility should have been passed at this point if the principal applicant's side of my eCAS looks like this?:
"We received xxx application for permanent residence on April 6, 2016.
We started processing xxx application on May 31, 2016.
Medical results have been received."

No.

My wife's ECAS has looked like that for almost two months.
Eligibility still says not started.

I m Nov-2014 P.A. My wife is sponsor from canada.we have a baby.i got DNA Test (Peternity & Maternity) Request letter from NDVO. I would like to ask that if DNA Test confirm Relationship between our family then interview required or not? pls advice............

That is at the discretion of the visa officer. I have seen people undergo DNA testing and still be required to attend an interview.

Normally when they ask for DNA test , if DNA test is proof that you are father , in many cases they approve
i also did DNA in last May 2015 and its proof that i am father but still they put me on interview ,and now
i am waiting for my interview .

Dec 22 2015 Application received
Feb 18 2016 Case transferred to Hong Kong VO
Mar 18 2016 Received the request for police check and pay for RPRF (submitted 2 things on Mar 29 2016)
Apr 8 2016 HKVO received police checkup report
Jun 2 2016 Additional documents request from CIC HK (Sponsor's employment letter (my husband) and evidence of proof he will return Canada to resume his job (he took 2 years off come to Hong Kong live with me and see our daughter born till now) - we mailed the documents to them on Jun 6

My husband decided to go back Canada 1st on Jun 18, I will stay in HK to wait for COPR with my daughter.

I hope can go to Canada early in July, do you think is positive based on the above timeline.

I really need your professional advice. Much appreciated.

Good ALGBVB11,

July will be too early to expect COPR and Visa, based on your timeline your application will go a little bit over the anniversary date you applied to CIC. Meaning that expect closure between September and November this year.

Request your GCMS notes even next month.

Hi Eagle, Thanks for your reply.

Very sad if they give me COPR between Sept and Nov. Because its a bit late from our expectation.

Do you think any chance maybe early say August? I'm so frustrated ???
