due to the back log.

Cannot be due to backlog. Because even last year's quota was not used up full.
It has to do with something else. I remember there was a immigration video talking about refugees using up the quotas until sept or something.

This question is for those who have already received such replies or over phone. By knowing this, we can assume that if they have gone through FEB applications or not.
