These offers are always fake. Doesn't matter the local context, address, or anything.
True, I’m aware. Just wanted to elaborate so that this person is convinced with some facts and doesn’t become a victim of such scams.

Mostly Canadian offer letter (real one) do not mention the accomodation, flight tickets, etc. What about the package they are offering?

If you’re skilled enough, and the company requires you, you don’t need to pay anyone for this. If you’re required to pay for this, it isn’t legit. End of story.
