Due to covid, earliest appointment for PCC (NBI clearance in my country) is Oct 27. I have already booked that date and will try to come up with all the other requirements before then so that when I do get PCC I can submit all to IRCC straightaway.

You can even submit your application without the PCC, and explain that the earliest date available is Oct 27 in the LoE. Later, when you get the PCC, you can submit it via webform.

There is no benefit. Only if your ITA is expiring and you are unable to obtain a document, you can submit the application without it and explain it in LoE. But if you have time, you can wait, obtain the document and file a complete application.

I have a provincial nomination which means I have already proven 1) relevant employment experience; and 2) proof of funds to the concerned province. Now I understand that IRCC is a different organization altogether and so I have to provide proof anew. My questions:
Regarding 1) I have a Certificate of Employment (with all the necessary details like salary, hours per week, tenure, et al) dated sometime last year (2019) with physical signature from my immediate manager. Along with payslips for the past 6 months, will my said CoE with signature be enough for IRCC? This is a concern because getting a newly-signed CoE will be problematic due to pandemic restrictions (I have been working from home for the past 9 months).
Regarding 2) can I also reuse the documents I sent to the province to get my provincial nomination, with my bank statement updated to reflect the last 6 months of course? Interesting to note is that the province did not ask for proof of debt/loans/credit card statements. I merely submitted my bank statement which has not gone below the minimum (both provincial and IRCC minimum) for the past 12+ months. Will this be enough for IRCC?

Getting provincial nomination does not mean that you have met the requirements for IRCC. Provinces and IRCC work under different laws and regulations and you have to meet both, separately to have your application approved.

1. As per IRCC:


The following documents are mandatory for each work experience declared:

  • a reference or experience letter from the employer, which
    • should be an official document printed on company letterhead (must include the applicant’s name, the company’s contact information [address, telephone number and email address], and the name, title and signature of the immediate supervisor or personnel officer at the company),
    • should indicate all positions held while employed at the company and must include the following details: job title, duties and responsibilities, job status (if current job), dates worked for the company, number of work hours per week and annual salary plus benefits
If your work reference letter meets the above, then you are good.

2. Yes, you can send the same documents as long as they meet the requirements for IRCC. For PoF IRCC states:

The applicant should provide an official letter(s) from one or more financial institutions that lists all current bank and investment accounts as well as outstanding debts, such as credit card debts and loans.
  • The letter(s) must be printed on the letterhead of the financial institution and must include the applicant’s name, the contact information of the financial institution (address, telephone number and email address), the account numbers, the date each account was opened and the current balance of each account as well as the average balance for the past six months

ADR an be for a PCC, revised PoF or any form, such as Sec A.

Thank you for the info! My concern was not so much the content but that my reference letter was dated in the past. So you're saying as long as it contains the required fields asked by IRCC it doesn't matter when the letter was created and signed correct? Thanks!
How does IRCC calculate PoF vs outstanding debt specifically a house loan? I have funds above the minimum required. I am also currently employed which covers my monthly amortization for the house. Will they hold the entire remaining house loan amount against my funds? Please explain formula.
Also how does IRCC find out about debt if you don't declare it? Both loan and credit card debt? I heard of people getting rejected due to not declaring it to IRCC.
