For those people outside Canada you can still use the +1-888-242-2100 number to call CIC but you can't do it through regular call ... You need to use "Text Now " app ...
I used Text Now App and while signing up I chose Canada as Country code and then dialed the ICC number. Contacted them twice, the best time to contact is 6.30 PM IST.
Called IRCC.
Eligibility: Recommended Pass
Criminality: Passed
Security: Not started
Hello everyone. I finally called IRCC yesterday and got the following info:
Eligibility: recommended pass
Criminality: passed
Security: not started/ in progress (not sure as he said my file is yet to pass security)
Medical: passed on 8 nov
Biometric : passed on 12 nov
VO: Ottawa
AOR: October 2019
Anyone knows how far I am or anyone with similar timeline or share anything to reduce my anxiety.

Medical pass Oct 30
IRCC requests Hong Kong police certificate Oct 30
Sent out fingerprints to HK on Nov 2
Fingerprints didn't meet the requirement, resent to HK on Nov 18
Didn't check the update since then.
Filed a CSE to confirm whether HK police certificate has been received by IRCC on Jan 31
IRCC replied on Feb 3 confirmed that it has been received
Filed a CSE on Feb 7 about the progress of my application
IRCC replied on Feb 11.

We verified the information on file and can confirm that:
Your application is currently being processed at the Case Processing Centre in Ottawa, Ontario.
"

What does it mean that my eligibility was being assessed and now it's not started.

- The responsible office is currently verifying if your application meets the eligibility requirements under the immigration program for which you have applied.
- The security background verification has not been initiated.
- The criminal background verification is currently valid.
- The eligibility review has not been initiated.
- The security background verification has not been initiated.
- The criminal background verification on file are valid
- The medical examination results on file are valid.
What does it mean that my eligibility was being assessed and now it's not started.

It means the eligibility is currently assessed by an agent and marked as MET. Now, a senior officer need to review it again to mark as passed.

Actually, no one can predict the estimated timeline for PPR. I have seen people on this forum mentioning that their eligibility and security was marked as passed in one single day. So, it is difficult to predict. Are you a US based applicant?
