Hey guys, I got an official twitter-response from IRCC regarding photocopy of CoPR for minors. They will be making the change to match the adult form.

You can check the spreadsheet so you can have an idea. Previous months the AOR has arrived after 4-6 weeks but also previous months the average of applications (on the spreadsheet) was around 70 and this month there are already 263 and the month hasn't finished yet.

PS: If they didn't give you signature from UPS maybe you can make a claim and get a refund.
