single applicant from Toronto, IP since 21st Dec. Is that normal? Shall I do something?

According to the tracking sheet, there are several Toronto-based applicants with a similar timeline as yours, who are still waiting for a test invite.

My guess is that your background checks are still ongoing. I don't think there is anything you can do till 12 months have passed from the date your application was delivered.

* Toronto: Applicants have self-identified to be located in Toronto. Once applicants receive test invites, their location will be changed to Visa office sending the test invite, most probably either Scarborough or Mississauga.

If you used the IELTS for immigration purposes then you sent the original to IRCC for your PR application. They are aware of this, so should be okay with you bringing in a photocopy.

There is a good chance, as razerblade mentioned, that the officer won't even ask to see any proof if they notice your English skills are good enough. But if you have alternative proof do take it.

July and August applicants have been getting (and reporting) oath invites. I think October applicants will still have another month or two to wait for the invite.
