I had the same issue while submitting form 7 from Canada. I took the help of a relative to submit the form from India. Even, it was giving error while submitting the form. He needed to try multiple times.

Submitted Form 7 from through his online account. He was the applicant and submitted the request to delete my name from the voter list. Not only relative, anyone within the same assembly constituency can apply to remove you from voter list.

Finally received my OCI card today. Total processing time was 60 days. Here's my timeline:

Type: 1 Adult OCI application
Consulate: CGI Toronto
BLS center: Postal application (BLS Brampton)
Application package picked up by Purolator: Aug 11

BLS Tracker

• Application received for processing (Can't remember the exact status name) - Aug 13
• BLS forwarded to CGI - Aug 15
• Processing at Consulate - Aug 16

OCI Tracker

• Application date - Sept 3
• Status changed from pending to under-process - Sept 3
• OCI Granted - Sept 24
• OCI card issued - Sept 25
• OCI card dispatched from printing cell - Sept 26
• OCI card card received at Mission/FRRO - N/A
• OCI card delivered to applicant - N/A

BLS Tracker

• In transit from CGI to BLS center - Oct 8
• Ready for collection/courier - Oct 9 (morning)
• Tracking number provided in additional comments - Oct 9 (afternoon)
• Delivered to doorstep - Oct 10

It just shows under-process on the OCI website.

Travelling to India end of October.
