No original SC/Passport/Birth Certificate retained with BLS for in person submission a month ago. BLS has defined a toggled variable and ask for something or other from every other candidate.

Did they charge you also this notorious fee ?
They asked me.. I said i was charged the EP fee at the time of surrender application and no body gave me a call or anything... I will not accept this fee for the OCI
They told me it was mandatory and there was no way he can take it off, in spite of me asking multiple times. I knew that was wrong, but I didnt wanna create a scene there.
I bluntly said no when I went for SC and was not charged anything for notifications services.
I politely said no for any add-on but still Ms Shanushika Ji charged $18 for three OCI applications for EP Fee Receipt.
Once I have OCI in hand, I'll raise Grievance Redressal Form with BLS and a formal Complaint with CGI https://www.cgitoronto.gov.in/sampark/enquiry.php?sid=4Haan Haan kyun nahin...

It should be 2 drafts one for Consulate General of India, Vancouver (if you are in Surrey) $345 and another for BLS International Services Inc $7.4. You can contact BLS via phone or online for the courier pick up and drop offf. They can advise you about the courier charges and how you can pay

Checklist seems to be implying one draft only made to BLS
I think they make things confusing deliberately
