If the mail dispatched on 17 which is after they close the ecasw how come it took that long for the mail to delivered

i got my certificate yesterday 23rd Feb
I applied for the passport today 24th
walk in no appointment required
another waiting
they say it will take up to a month to receive it by mail

can anyone have an information how long does it take for the canada post to dispatch the regular mail, i called ircc scarbrough and they told me they already dispatched the certificate on 17 feb i still havent received.

My oath was on 16th via zoom at Calgary. I received my certificate yesterday. I live in Abbotsford.
