So for the applicants received in 2015, will weuse the intake of 2015 or 2016? In other words, will the news do any good for 2015 spplicants or just for 2016 intake?

Please also confirm what is the criteria for Nova scotia (Have they mentioned explicitly about IELTS validity or 2 years is common)?

Basically As per NSOI, IELTS should be valid till the day you submit your application in CIC after getting nominated by NS. As you said you are 13th August 2015 applicant, and normally NSOI takes 9-10 months.
According to which my suggestion is --

If you get nomination - June or July2016 You dont need to do new IELTS. Keep following this thread you would get idea about your application processing as many august applicants are here.

If delays in application processing time and you crossed July2016, than try to book your IELTS exam in August 2016 just to be on safer side.

That means you are eligible for PR . Had your IELTS score had been lower than previous , may be it had shown you ineligible.
So good for you. I hope you had updated your current score in your CIC account

It just means that they have got back the quota from last year, which should allow for a new intake later this year. I heard that inside NSOI they are predicting sometime in October, but that's not official. Keep following this thread and the spreadsheet to know when November or December candidates begin to get their AORs.
