It’s unusual but not unheard of for a non-Express Entry PNP PR application to move forward in the system without you formally receiving the AOR (Acknowledgment of Receipt) or BIL (Biometrics Instruction Letter). Since IRCC has already generated your application number and UCI—and you were able to link your file to both GCKey and the tracker—that means your application is in their system and actively being processed, which is the most important part. I applied pnp pr non ee on 14 sep 2025 , I don't receive aor but on call to ircc, they provided me application number and UCI then i linked my application to GC key account and tracker successfully . on GC KEY account shows my application is in process and on tracker my biometrics and security are in process but I never received BIL and AOR, what to do ?
At this point, you should take action rather than wait. First, submit a webform through explaining clearly that you have not received your AOR or BIL despite your application showing progress online. Attach proof if possible (screenshots of GCKey/tracker showing biometrics in progress). Second, check all your email folders (including spam/junk) and confirm that the email address on your application is correct—sometimes these letters are sent but missed. Third, if you’re able, call IRCC again and specifically ask the agent to re-send the BIL or confirm whether it has already been issued. In many cases, they can trigger a resend.
The key concern is biometrics: until you receive the BIL, you cannot book an appointment, and delays here can slow your application. So don’t rely on the system updating itself—push for clarification now. The good sign is that your file is already moving internally, but you need that missing communication fixed so your application doesn’t get stuck later.
