You can apply open work once you receive acknowledgment of receipt from CIC . It’s always not safe to change jobs while your application is in progress with CIC however you can always apply for open work permit. It’s safe to do so.

Did u check spam folder? Did you recheck email on the ur application. You can confirm ur email address with an IRCC agent on call.

I have applied under Inland OINP PNP (Non-Express Entry) - Masters Graduate Stream (No Job Offer)

Here is my timeline,
  1. Application Received (AR) : January 15, 2023
  2. Acknowledge of Receipt (AoR) : March 16, 2023
  3. Biometrics Requested (BIL): March 16, 2023
  4. Biometrics Submitted: March 21, 2023
  5. Medical Request (MR): Not Applicable
  6. Medical Passed (MP): June 29, 2023 *(Old Medical Accepted)*
  7. Pre-arrival Letter (PAL): June 30, 2023
Eagerly waiting for the next updates.

Application Status Tracker (AST) current status
  1. Biometrics: Completed
  2. Medical: Completed
  3. Background Verification: In Progress
  4. Eligibility: Not Started
