I applied pnp pr non ee on 14 sep 2025 , I don't receive aor but on call to ircc, they provided me application number and UCI then i linked my application to GC key account and tracker successfully . on GC KEY account shows my application is in process and on tracker my biometrics and security are in process but I never received BIL and AOR, what to do ?
It’s unusual but not unheard of for a non-Express Entry PNP PR application to move forward in the system without you formally receiving the AOR (Acknowledgment of Receipt) or BIL (Biometrics Instruction Letter). Since IRCC has already generated your application number and UCI—and you were able to link your file to both GCKey and the tracker—that means your application is in their system and actively being processed, which is the most important part. However, not receiving the official AOR and especially the BIL can become a problem because you cannot complete biometrics without that letter.
At this point, you should take action rather than wait. First, submit a webform through explaining clearly that you have not received your AOR or BIL despite your application showing progress online. Attach proof if possible (screenshots of GCKey/tracker showing biometrics in progress). Second, check all your email folders (including spam/junk) and confirm that the email address on your application is correct—sometimes these letters are sent but missed. Third, if you’re able, call IRCC again and specifically ask the agent to re-send the BIL or confirm whether it has already been issued. In many cases, they can trigger a resend.

The key concern is biometrics: until you receive the BIL, you cannot book an appointment, and delays here can slow your application. So don’t rely on the system updating itself—push for clarification now. The good sign is that your file is already moving internally, but you need that missing communication fixed so your application doesn’t get stuck later.

SVO: Winnipeg
PVO: Ottawa

There after nothing :(:(:(

Today, I contacted IRCC, agent and provided below information.

1. On date 28 March 2026 they changed my PVO: Winnipeg to Ottawa.
2. Info sharing: completed
3. Medical: completed

Is it good sign they make PVO and SVO one office - Ottawa? does it mean soon I will get P1 request? I heard that they often transfer file to Ottawa when background check process is about to complete. I need your view on this. Thanks in advance.

Thanks a lot for your response @Miss bee. I called the I RCC agent and asked for why did I not get AOR and BIL. He replied that BIL is not generated in system so, I cannot give you BIL and for AOR , I can request the concerning office to address for AOR. I also asked him to send a link for Webform to confirm that I can receive the mail from IRCC. I received that mail for webform link. I have also one question that I had a job offer which was valid and for 18 months when I received AAIP nomination. After that employer renewed the job offer for more 2 years but I didn't inform to AAIP. I also not applied to AAIP for letter of Support 204 c and PNP nomination is passed 6 moths. I applied to PR before nomination expires. So, should I apply for nomination extension to apply for work permit ? I never applied work permit and waiting for AOR to apply for work permit. Please, guide me.
 
It’s frustrating, but what you’re seeing isn’t unusual for inland PR files right now. Even within the same application month, cases can move at very different speeds. The fact that you received your AOR and BIL in January 2026 means your file only really entered active processing then—so compared to others in the March 2025 group who may have had earlier AORs or faster initial intake, your timeline is effectively shifted.Your Primary Visa Office (RROC) can sometimes move slower on certain files, especially if there are workload backlogs or if your application requires additional internal checks. The Secondary Visa Office (Sydney) being involved just means your file may be shared or transferred for specific stages—it doesn’t necessarily indicate a problem. Also, eligibility not being marked as “started” in your tracker doesn’t always reflect reality; IRCC systems often update late or inconsistently.
Other factors that can delay movement include background checks, employment verification, completeness reviews, or random quality assurance. Sometimes files are simply queued longer without a clear reason. The key point is that delays like this don’t automatically mean something is wrong with your application.
At this stage, if it’s been several months with no updates since AOR, you could consider ordering GCMS notes to see what’s actually happening behind the scenes.

I need your urgent help please as you know i am waiting for PPR for almost 7 months now but no update and i have called to IRCC and he said file is under process and reached to MP but no response from Her and applied GCMS notes in February and it says application approved and waiting for landing

What to do in this case please any suggestion
