It's impossible for any of us to give you the chances your application will be accepted. I think you are right on the cusp - meaning that you may be in time or you may be too late. But it's impossible to say for sure.
If a member who applied under 2173 and whose application got to CIO on Sept 4th reported that he got c-checked and CIO told him that his application was rejected because of incompleteness. Knowing that info, can you estimate if my application (August 28th) got into the cap at least ?scylla said:
