NOC 2171 : Responsibilities ?

Have confusion of who/when to use 2171 noc code ? As this code also says it includes development. Job title includes IT consultants.

1. Does 2171 NOC code mean a team lead who does coding, analysis business requirements, developed, tests and release to live environment ?
2. Can someone give examples by job responsibilities and differentiate between 2171 and 2174 ?
3. Anyone who is in Canada working under 2171 doing coding/development and also leading team to ensure they meet target ?

looking at the NOC codes in the database- 2174 does seem to be more of a standard programmer job responsibilty, whereas 2171 does seem like more of a lead/analyst role. 2171 doesn't explicitly have responsibilites as doing the coding but more the system analyst side of things.

The NOC codes can often be a bit vague- but I would say yes, 2171 does cover what you describe.
