i am also planning to land in the month of august and have same question in my mind as to what's the best possible time for Civil Engineer.
in which city you are planning to land ??

Kohli - I'm being told best time is May/June. October to February not advisable but Canada is pretty much ready for harsh winters so job market, although not good as summer but still, moves along at a slow pace.
I'm landing in Toronto.
