All IRB board members are very experienced, If they feel you are "Refugee of convenience" as you don't have the evidences to support your claim then definitely you'll get the negative decision. I think now they become more strict to accepting refugees who don't have evidences.

Estimates I have seen put it somewhere between 10-20% success rate.
