Thanks. I think this memo was before Feb 14th because it says that "we will come back to you when the level plan is presented in parliment".

That means the interview of the minister is more recent and more reliable.
That is, FHS will resume in Spring (Spring ends on June 21th) and extension to PGWP comes in weeks or months.

But this memo says that only small rounds of invitations will be needed in the 2nd half of 2022...

Imagine the minimum CRS requirement...

Yes, "spring" can mean June, and "small number of candidates" probably means CRS over 500.
