Hello everyone,

I’m an FSW-Outland applicant and I’m wondering if anyone has experienced a similar situation.

AOR: Dec 16

Medical passed: Jan 22

BIL: Not received

It has now been almost 3 months since AOR, but I still haven’t received my Biometrics Instruction Letter (BIL).

Current tracker status:

Medical: Passed

Background: In progress

Eligibility: Not started

Biometrics: In progress (but no BIL issued)

At this point, it feels like my file is frozen. From what we usually see, the actual processing generally starts after biometrics are completed, so being stuck without BIL for this long seems unusual.

I’m not trying to speed up the process. If I had received my BIL, I would simply wait like everyone else. My concern is that the BIL may not have been triggered, possibly due to a technical issue or even a human error.

Has anyone experienced a very delayed BIL for FSW-Outland?

I've seen a considerable cases where BIL came after 4 months of AOR. Either call IRCC to confirm and see if they sent you a BIL that was never received (never seen that happen so far, but worth checking).

IRCC has a bunch of different workflows. Your background check is in-progress regardless of BIL issued or not. There are cases where background check and eligibility started way before BIL.
